Requesting help with making a DLL plugin

I am trying to make a plugin for some code to use in papyrus. The coding part isn't a problem, I just can't build the dll. Every single tutorial I have tried, I always seem to have a similar problem of dependencies being incorrect or unable to be found, despite following the tutorial. I will continue struggling, but if anyone can point me in the direction of a tutorial that works, or something else that will help me build a plugin, I would be grateful.
