Utterly Confused - Mod List Successfully launches 1/10 times

Hi folks, I'm sorry to be posting about this but I'm at my wit's end with this mod list.

 

Context: For some reason, Lazy's Skimpy accessories just doesn't work anymore, regardless of where in the load order I put it, so feel free to disregard it (and its associated patches for CBO and AGOT)

 

With everything else, this mod list is just launching extremely inconsistently. For example, I play offline so I don't get surprise updates or anything like that, but this morning when I went to continue my savegame from yesterday, I get a CTD. I tried to both loading from the save and just manually launching the game and both resulted in a CTD. Again, no changes were made to the load order, I didn't even go online in steam or anything. 

 

I don't understand why this keeps happening. It's a reoccurring issue and only seems to get 'solved' when I fuck around with the launch order every now and then and try 10 times to get it until it finally does. Hopefully someone can shed light on what the issue is here. I've also posted the exception file from the crash report on here in case that sheds any light on this.
