Looking for an early game faction mod I'm not sure exists

Hey, so quite a while back I'm sure I ended up stumbling on a mod that was supposed to add a bunch of early game short factions to the game.

From what I remember, they were all intended for early dragonborns to end up in while low level and easy to take advantage of and generally varied on the more evil side, like a reborn dragon cult recruiting those who have nowhere else to go.

 

That is, that's what I think I found. I've been looking for months and haven't been able to find it again, neither here or on nexus.

Just wondering if someone could help me find it, sorry if it ends up being a waste of time.
