SİMS 4 CANT RESIST NEIGHBOURHOOD STORIES

Hi I disabled Neighbour Stories in game options before that  disabled all neigbourhood stories on household bar  but still  households adopt child or move out . How can I stop that  ?

I will check but never see Adopt No Caregiver option. Firstly I disabled that option in main menu and when see the household bar stories are disabled but when when enabled on main menu again because move out, adoption etc continou see all toggles are on  so I made all options are off then disabled stories then cancel on game options either also no autonomy either .Thats very annoying escipially move out because all furnish are gone so always save the house from old saves
