The bug is apparently a common one, which makes your character swim even in shallow water (and as if they are swimming underwater). At first I found solutions saying it was related to high heels and that the fix, and a temporary one, was to unequip high heels, save, quit, then restart the game without the high heels on. This worked, but the problem came back as soon as I put high heels back on my character. So, for me, it's not a high heels bug per se. It's a Realm of Lorkhan bug. This article on Steam had the solution (article is in Spanish), specifically posts 8 and 9 (as I see them) on the page.
