I can't open a small business in the new expasion (Businesses & Hobbies)

Hi! I do everything right to open the small business, but when I go to register it simply doesn't register and nothing happens 

I also have many mods intalled and WickedWhims.  Is anyone having the same problem?

Same. But it works in fresh save...
