I'd like to know the same.. Seems like a waste of time to make a save editor just to change a few skill levels when you could do it in a literal five seconds with the developer console

Dear OP

 

player.setav alchemy 100

What Alyss said or player.advskill alchemy 1000 will progress the skill as if your actually leveling it up. To repeat it open the console and press the up arrow key after successfully entering the code and pressing enter 1 time. repeat as needed until at desired skill level.
