Can I still get DLC on Xbox 360?

I have the standard version of the game on disc which I have played quite a lot on, but I come across the problem of not having any dlc on this xbox now that the store is shut down. I was wondering if buying a copy of GOTY edition would restart my progress or would it upgrade it and allow me to play the same characters with the DLC. If that’s not the case then does anyone know a way around it?

Yes, you can, but you need to buy them through the Xbox One/Xbox One online store. If you can't find it through search, you can access the store page through achievements.

 

Buying the GOTY edition will let you have the game without the disk (as well as making your game playable on all Xboxes released since then) and your save will be playable in the same way because the majority of GOTY versions are not classified as separate games on the Xbox 360.

 

(This is if you're buying or if you already had it.) To download the GOTY stuff (along with any other purchases and downloads from your Xbox history) onto your 360, you can either check the Download/Purchase history and do it all manually or you can make your Xbox/the Xbox site install it all onto your Xbox 360 automatically after purchase.

I would recommend doing the transfer ownership in Settings too, as that makes all your licences and downloads automatically be owned by this 360, when they might've been one Xbox only, like a download code, for example.
