Need help with skooma gang quest

when i go to the warehouse in rifften the icon is over the door ,but when i enter the npc that invited me there walks up to me and when i click on him he says something about my breasts and that's it no other options except for standard dialog ,nothing that i read when searching for a solution worked for me ,is there a setstage that i can use so i can skip this part of the quest .I did not enter the warehouse prior to starting this quest and i have no mods that alter rifften installed
