I couldn't found any mods that do so, so I just whipped one up in S4S. Should work – I've made similar mods – but I haven't tested it. Let me know if there are any issues.

It specifically just modifies the Sim Data and Buff tunings titled "buff_Mermaid_Hydration_DriedScales" (instance 0000000000032E74) so it shouldn't conflict with anything that doesn't also affect those.
