What mod has a dialogue where you say " you just want to talk" and you can recruit npcs? having a conflict (Solved)

I've been looking through the mcm to see what mod lets you recruit npcs through dialogue but haven't found it yet.

 

Basically, when you go up to an npc, in this case raiders, you say you just want to talk and say its a mistake, or go where else to talk in private or something.

 

Lately, it's been friggin hijacking the dialogue over some mods and I can't progress with a mod and the raiders end up aggroing
