Peeping sims refuse to spawn

Situation: Hey, I've been using wickedwhims for some time now and recently decided to play with a celebrity from Get Famous. My game version is Ver 1.111.102.1030 DX11

 

Issue: For some reason no matter what I do, peeping sims will not show up in this save at all. And since then, they don't show up in my other saves either. Settings are set to 100% spawnchance and every box is ticked. I've made sure Tom and Tina Peeping do in fact exist in the files. Any idea what I could be doing wrong?
Add. I've also noticed that "Creep" sims don't spawn naturally either, and when forced to spawn in they just stand still, do nothing & then leave.

 

Attempted solutions:

- The force spawn command ww.spawn_peeping_sim doesn't work, it reads "Failed to spawn peeping sim" no matter what.

- I've deleted every trace of WW from my PC, cleared all caches, reset and repaired my game, then reinstalled.

- I've removed every mod from my mods folder except WW. It still doesn't work.

 

I'm at my wit's end, how can I fix this?
