Unwanted glow effect on characters and NPCs. How do I remove it?

On every character, there is this weird glowing effect. I'm unsure what mod is causing it, but I'd like it to stop. It's really prominent on skin, but it also happens on hair, and clothes.

 

When I equip/unequip an armor piece, the glowing effect stops until the game unpauses (I close the menu, for example.) I'm unsure if its ENB, as it keeps happening even if I turn ENB effects off. I am using RudyENB for reference.

In the images I attached, you can clearly see the glow effect on the skin. That's what im trying to figure out how to disable. The photo without it is me in my quick menu, after taking off and putting on my boots. The game is paused in that photo. The photo with the glow is immediately after I close the quick menu. I would like it if my character looked like the top photo, without the glow. That's basically my goal.

I'd say that's subsurface scattering turned up to 11.

The bottom screenshot was taken with some kind of graphical enhancement mod though, so either you didn't actually turn it off, or you have something else going on there: SweetFX perhaps?

That's not with ENB turned off. Those two screenshots are showing the difference between the glowing effect on and off. Just know it looks the same way with ENB turned off.

I also turned subsurface scattering off entirely through ENB, and it still happens I think it's safe to say that it's not related to ENB at all.

I had this too. It's from a weather mod, i can't remember the name, but ingame you can turn of the effect via the mcm i believe.

 

Edit: It's Obsidian Weathers, in your magic tab there is a power called "Options: Obsidian Weathers" you can use that to turn this effect off.

Are you sure? I messed around with it and even disabled it. It still happens.

I managed to fix it. It wasnt Obsidian, instead it was NAT weathers. There's another options menu in your spells, and after fiddling with the settings, I managed to turn the glow off. I turned off subsurface scattering, and wet effects. Mess around with it yourself to see what fixes it.
