(SOLVED) Game drops hard in fps after installing enb preset

I found the issue. It was Alienware. I had one of their PCs, and the thing was a piece of garbage. My friend, who's a computer specialist, built me my new one which I'm using now (obviously). I have the exact same mods installed, and it works just fine. My FPS ingame is a solid 60 fps.

 

As part of rebuilding my modding setup, I reinstalled NAT.ENB III, but now my framerate has plummeted. I can't get more than 25 fps. I don't understand what I'm doing wrong because I'm doing everything exactly how I did it before. I've also tried adjusting my settings, but that doesn't help. I haven't done anything differently, other than only partially downgrade my game using Unofficial Skyrim Special Edition Downgrade Patcher instead of fully downgrading.

 

Here's my load order. None of the other mods caused a drop in framerate. Below that is a screenshot from my game to show the fps. Also, there's this stupid framing that makes my game look like a widescreen movie.

Drops are normal, I think you can switch them off via F10 enb if you want.
I play on a 4K TV 60" where only 60 FPS is possible anyway.
More FPS when I set 1080P with driver upscaling to 2K.

Well, I set the game's resolution to 1080p and changed it from ultra to high. I also used the medium settings for NAT.ENB. However, it did almost nothing. I used this exact same enb preset before, and while there was a decrease in framerate, it wasn't nearly this bad.
