If the answer to the question "should this quest run only once, ever, for a character" is not "yes", then make sure it's unchecked.

Otherwise you block a quick fix in console of simply stopping and starting a quest. Useful in the case when a quest script is updated with new properties and they have not filled in because the quest was already running. Or if you have a MCM menu and it will not register.

Without a lot of scripting your mod will require a complete uninstall and reinstall for changes in quest scripts to completely take place. Or the MCM menu to hopefully show up.
