Looking for the origin of video and character

Even though I've been following this creator for quite some time, I'm not sure if he actually made this video himself or if he stole it from somewhere. I tried searching for quite a while on the LAXD website but couldn't find anything. So if you know where the original version of this video was originally posted as well as the link to download this character then let me know, I'd really appreciate it if you could help me with this.

This "maker mugen" guy is a notorious scam artist, basically he grabs vids from all over the internet and maybe puts some of them in a Mugen build and asks money for it. It was leaked but confirmed to have malware in the build as well. Basically Enju here most likely is private, sorry.

That is the weird part, I have never seen this video either and I browse many video sites, which does imply he makes a few edits himself. I still don't personally think it's worth touching this guy's links even then. Maker Mugen does post vids nearly every day so it's best to keep waiting for more parts.
