Stuck on "Message to Whiterun (Imperial)"

I've been trying to figure this out for a few days, for some reason when I get the objective to report to Legate Cipius all he does is give me generic imperial guard dialogue instead of the relevant quest dialogue which would start the next quest. So far i've tried reloading a previous save, waiting, resurrecting cipius, using console commands, etc and nothing has helped me so far. I'm thinking it might be a mod issue but I have no idea which one might be causing it. Here's the papyrus logs and load order attached, so someone can look at it and tell me what the heck is going on and how I can solve this problem.

Edit: Figures i'd find out the problem right after I post this, it was Provincial Courier Service that was causing the problem

You say you tried using console commands, did you try to modify the quest stage of that quest using the " SetStage " command?
