Armor not attached to body HELP

I downloaded [BDOR Oblivion SE] and I cant figure out why its doing this. Everything but the arms seems to be locked.

Preface; This was originally a LE mod ported into SE. Even when I reverse engineered it from the Team TAL source LE into SE, the armor still doesn't sync up.

Since BDOR Oblivion SE is HTD compatible, im more keen to use that one going forward if both models have the same issue for me.

Ive been in the SSEEdit, CK, Outfit studio, and Nifscope trying to understand where the problem is// cant find it
All my mods are up to date XPMSSE[5.06], FSMP[2.5.1], latest version of SKSE and Nemesis
Using the Vanilla male body, although it doesn't seem to work for HIMBO either. Works great for Fem player/characters but not male NPCs.

Im losing my MIND over here please help me

made it more obvious what my problem is

Check in NifSkope that no mesh parts are missing the "skinned" option in their textures.

Some mod overwrites the male skeleton. Possibly SOS.
