Setstage command won't work

Been having the same problem for several games and it's exactly the same. I'm trying to join the Theive's Guild and I'm on the quest Taking Care of Business. I shook down all 3 NPC's for the gold they owe, I go back to the Ragged Flagon and talk to Brynjolf to finish the quest. I get the message that the quest is complete, the next quest Loud and Clear doesn't start, he takes me to the Ragged Flagon - Cistern and all the NPC's there try to frag me. I read that sometimes the next quest may not start and so the NPC's in the Cistern may become hostile. I tried using the 'setstage TG02 10' command 50+ times and the quest Loud and CLear won't start no matter what. For like 5 individual characters this has happened to every single one of them.

 

And now another problem. During the skyrim Main Quest quest Diplomatic Immunity after Malborn escorts me through the kitchen to the room with my equipment in the chest, after I go through the door and he locks it behind me I keep getting a CTD about 10-20 seconds after that no matter my position. Ugh thinking I may have to go mod-less just to complete all Skyrim, Dawnguard and Dragonborn quests before I turn any on. New load order since I added a few mods and BOSS sorted a few more it didn't before.

I can't say which, but it is likely that one of your mods is interfering (but I'm sure you already knew that). The command isn't working because, for some quests, it just won't work (I don't have enough knowledge to explain why; sorry, I just know that this is true). I had this issue once. I used the SetStage command on another Thieve's Guild quest further in.
