Voice loss bug for both player and NPCs most of the time (bugged .fuz player)

Voices are soo messed up that I rarely encounter anyone speaking, and if they do it may not even be in a voice assigned to them.  It seems to be something deeply wrong with the games' build-in .fuz audio player.  Everything else seems fine.  I've tried swimming deep underwater a number of times to no avail.  I checked all fallout4*.ini files for correct:  [Archive] SResourceArchiveList=Fallout4 - Voices.ba2   I wonder if there could be a mod which implements an alternative .fuz audio player to supersede the built-in broken .fuz audio player?  Has anyone ever managed to fix this type of bug?  Any suggestions are welcome.   Here is a steam forum link about the bug where I learned a lot about it... https://steamcommunity.com/app/377160/discussions/0/1743391452214188005/

I've just had this happen to me, although it only applies to the player character; everyone else is fine while my PC moves his mouth and head, the subtitles spell out what he should be saying but it's mute. 

Also no heavy breathing, bash  grunts, damage / pain reactions, reactions to taking drugs, reactions to picking up magazines - nothing!  The only sounds I've managed to get him to make was the drowning sounds while trying the water fix.  Not only did this not work it also revealed my character now will not die.  Even with 0 health & 100% rads and deliberately trying to blow him up.  

 

I think it was caused by my hitting a hotkey in error during / after an AAF scene.  Since then I have disabled various mods with no joy.

I tried surrendering to a bunch of enemies and he did say "Let's get out of here!" out loud but still no regular dialogue.  

I've checked the mod settings and I am 100% sure my PC is not protected and I have used the console to make sure God and Immortal modes are off and that he's not a ghost.

I tried replacing the INI file and that broke more than it fixed.  I re-downloaded the Voices BSA and that too did nothing.

 

EDIT - I think I found the cause but not a solution.  I think it stemmed from when Strong tried to talk to me after hitting 100% affinity but I was already walking away and then entered conversation with someone else.  After that getting into dialogue with Strong took a few goes.  I tried recycling him and resetting his AI, with no joy.  However loading an older save solved the voice problem, so I think it was that that did it for me.

EDIT 2 - The immortality bug appears to be separate as it persists in the earlier save when my character is talking OK.
