One household is not rendering sims outside of family

I have a world with 2 households. One household has 21 people and the other has 7 people. The first one is not showing that anybody is at any place except for household members. (for example, going to any household shows that they aren't home, going to a park shows that there's nobody there, no extra people come to parties) The second one was created recently, and it does not show the people from the first household on the sims contact list (sims that are friends with a person from the first household are not on the contact list). I use MCCC and WW. I also created the second household as a trial after playing the sims without mods to try and fix this. 

Does anyone have any potential solutions or questions that have been solved that show how to solve this problem?

I don't think The Sims 4 will spawn more than 20 people on any given lot without mods. I could be wrong, but I'm pretty sure there a lot spawn limits.

You can set more in mccc

"Population_MaxSimsInZone": 20,

Turns out that this was my problem, my max sims in zone wasnt changed to a higher number. Thanks for the help guys!
