I would say yes.

I've put in clothing packages that have made my game crash at startup.

Removed them, and the game ran fine.

do you have any recommended clothing mods that dont cause crashing?

I don't really.

Most of the clothing I received by downloading sims other people created.  I didn't go looking for it.

I would rather not have many mods in order to avoid conflicts.

But the truth is I have hundreds of mod packages right now.

I have the grouped into folders by the mod author, so that I won't have accidentally installed multiple copies of a package.

Start small, and add a few at a time to make sure there aren't problems.

I think I have downloaded things from https://www.thesimsresource.com/downloads/browse/category/sims4-clothing/

Even from https://wickedwhimsmod.com/extra-download

and not had problems.

If you ask for specific clothing types, people might have recommendations.

I put my CC into separate named folders and then create numbered sub-folders in each category. I usually put 100 mb of cc into each one so that if I have a problem I only have to remove the new sub-folders I made. It makes it a lot easier to find problems. I do this for skins, hair, cloths and so on.

if something is made badly enough, anything can crash, but it's unlikely that unused clothing will crash the game unless the file is completely corrupt, which would crash on load, not during play.

I've had one file (a chocker (can't remember the name any more) that stopped my game from loading on one of my computers, but not on the other. It took me a good bit of time to figure out which one bit of CC was acting up.
