Forced nudity, can't put clothes back on

I've gone through all the settings, and made everything quite specific to what I want, and the female is still taking off all her clothes when they engage in sex. For some reason the male doesn't though, which is weird.

Either way, I want everyone to STAY clothed.

When I click on them, and go to actions, and do the instant undress thing, if I choose an outfit, the female just stays naked.

Any help would be appreciated, thanks.

NOTE: Once sex is done, then I can dress the sims just fine. I want to be able to change their clothes during sex.
