How can I make a specifc spell/action a crime?

So I'm using Spank Butt LE from Animations Sexy and Naughty (https://www.nexusmods.com/skyrim/mods/118573?tab=description), and I want to make it so if I smack a lady's butt, there is a it's counted as a crime, probably something like 25-50 gold. Ideally I could make it a chance it's considered a crime, and chance it's not. I don't know much about scripting, but I would be willing to give it a shot, I just have no idea how to get started on it, and every time I've tried to make a script it always fails compiling. I've only had luck with locally edited scripts like showing a map marker when I read a note or book.

 

I bet it's probably a pretty easy script and I'm just kind of dumb. Anyway, if anyone can point me in the right direction, that would be great. Thank you.
