Stat Penalties Related to Mods?

I noticed this afternoon that my Health and Stamina ratings have taken major hits. They look to be at -40/50, and when I look under Active Effects to see if there is some disease or something, I don't see anything to indicate a reduction.

 

Is there a console command to check the negative effects applied to your stats, or another screen to see what it is?

I had the exact same thing happen to me. I tried everything to get it to back to normal and nothing seemed to work. I'm curious to know what exactly was it.
