I wish I could but I don't know how to mod since, other modders are always being so ignorant and ridiculous about that kind of stuff meaning something's wrong with them sorry not sorry. The commercials ARE NOT CANON, GT IS NOT CANON, and these people aren't stupid enough to fall for the trick that you want it that way, because it wouldn't cost you to modify the model to make her naked. Akira Toriyama wasn't a pedophile, and it's easy to say WHY GT Akira wasn't that involved, and one more thing, that commercial was for the eyes, not for Fanservice.  I'm with you. If i had a pc i would learn to create mods for pan and panzy. its not a big deal. Those that want nude/skimpy/bikini/swimsuit mods can have them, and those that dont do not need to download them. They arent meant for you so dont use them.

Personally, i dont understand the issue with nude mods for pan. The japanese have drawn hentai of Pan since the 90's and a resurgence of hentai in 2006-ish when DB GT aired in the west. The hentai of pan as since remained because the character hasnt the public's eye thanks to the games Budokai tenkaichi 3, xenoverse 1 + 2, 3ds fusion game, and the heroes card game.Also the Heroes anime and manga.

If you ask me, In this case in particular about pan,  I have no interest at all into seeing sexualizated a fictional character that as 9 years old and it's depicted with a body type lacking the curves of a mature woman or is not entered at least into the puberal age.

I guess I'm not the only one.
 

Also, I think that even if the fact that you're intrigued with that kind of stuff does not make you automatically a pedophile... if you are one that's exactly the kind of stuff you're looking for.

Of course, and there's no doubt that there are a plently of people that enjoy that without harming anyone.

But unfortunately within such a mass of harmless people it's easier for the ill-intentioned ones to act unnoticed, ant that's why in many countries and websites the production and distribution of such marerial even if not persecuted it's contrasted.

This discussion is pointless on this site. No matter how good or bad or how insistent the argument it, the people who this site panders to won't be happy if it hosts such mods. 
I would love a Pan and a Panzy mods to be developed and accessible at a more well known forum such as this, but insisting in this discussion will only get the thread banned. 
A Pan and Panzy mod will very likely come to exist at some point, somewhere else, so lets not ruin what has been built till now and let the people who drool for Lady Broly be happy.

Personally, I would like to have and play as nude pan because I can separate a fictional cartoon character from reality.

I'd be more on your side if we were talking about fictional characters designed based off real people. Characters like Ellie from Last of Us or Alice from Detroit Become human.

 

But bringing it back to the game, have you installed the nudes for Caulifa, Kale, Kefla, and/or android 18? Was your reasoning for installing them sexually driven, or was it something else? For me, its just fun/funny.

What about installing zai's nude videl mod? Videl's age in DBZ is between 16-17 definitely underage, but most seem hypocritical here because she has curvy body type despite videl being underage. Yet most people are fine with her having a nude mod made, and they even praised it being made (me included). 

 

My viewpoint is, if its fictional, regardless of age, its acceptable.

However fictional characters designed to look like actual people is stepping close to the line, and fictional characters designed based off real people is unacceptable.
