I'm looking for the mod in this image that adding light controls anybody know what this mod called?

I've seen a lot of mods, but nothing like this, I mean, I highly doubt that even is Skyrim. Only mod related I am aware of that can do this is this one, Photo Mode, but that is unlikely not what you mean exactly.

It's Skyrim, I originally thought it was NIOPA Poser adjustment feature but it isn't.

Maybe it's ScreenArcherMenu for Skyrim? It's distributed through the author's discord (I downloaded it once a long time ago and didn't install it, then I left that server...so I'm not sure)
