Outfit studio how to add segment data for outfit without any segments

In outfit studio, I was trying to make segment works for outfits, some of them contains segments #0-#3, which I successfully copied the segment data from the CBBE_reduced reference following this guide: https://github.com/ousnius/BodySlide-and-Outfit-Studio/issues/320

However, there are various outfits with nothing showup in the segments tab, do people know what causes this and how I can add segments? I tried to right click and add segments, but nothing saved after click "Apply"
