Problem with building stairs, etc to basement.

Why is it that I get "can't build inside foundation" message? It's only happening with prebuilt EA lots. I build a basement underneath but can only build stairs, etc down or up but not from 1st level basement to ground level.

Are you trying on a lot that has a raised foundation, where for example, your sims have to walk up 2 or 3 steps from ground level to enter the house? If that is the case, then you have to remove a section of the foundation down to ground level. You have to remove enough foundation to add the two or three steps down to ground level, and then have enough space for the top of the stairs to go down to the basement.
