[Solved] Idle settlers - Visual reload mod breaks AI

I'm having issues with idle settlers standing around for long periods of time, sometimes moving a few steps then stopping again. For example, shopkeepers try to reach their counter and move in incremental steps and then pause and repeat. Many do not seem to go to bed either. I have observed this in different settlements, none being particularly large or overbuilt at all.

 

I have tried to fix this using AI mods including Settler Sleep AI Fixes and MORE AI MORE NPCs at once to no avail.

I'm using buffout, baka scrap heap and baka maxpapyrusops and have set the values quite high, which did not have an observable effect.

They do respond to the bell and I have not noticed significant navmesh issues, well apart from the usual.

Mods that affect the settlers (that I know of) are Real AI and its extension as well as better settlers, skk combat settlers
Chemfluence - AI Combat Dynamics, and better locational damage AI tweaks.

 

 

EDIT: The "idle settlers" (standing around, moving for a few steps and stop) issue was caused by the "visual reload" mod https://www.nexusmods.com/fallout4/mods/15118, see bug section, reported multiple times, somehow interferring with the settlers AI, causing them to behave like zombies.
