Infinite CAS loading with WW 183.3

The message that Better Exceptions gives me is "A UI exception occurred while you didn't have a household loaded." Thing is, I did. 

 

I spent a good day-plus removing all apps, adding them back in, and it looked like things were fixed ... but then they started messing up again. Earlier today, if I tried using MCCC to enter CAS on a sim while I wasn't on my home lot, I got this error. Annoying but I use that feature to fix clothing and really unfortunate genetics, so it's not a big deal to send my sim home before using it. Then my sim got married and his wife went to plan her outfits and the same error occurred. It throws the exception, never loads CAS, and never actually completes the report.

 

I'm attaching the last UI exception text file in case that points to something.
