Unjust bounty and imprisonment mod?

Are there any mods causing guards to make unreasonable and unjustifiable excuses to arrest player, randomly adding bounty, things of this sort? I've seen some adding quite ridiculous things to crime lists, but nothing that would make guards actually abuse their power to bully and/or arrest player character.
