Sound distortion on low health and death

Does anyone know what this sound effect/overlay is?

Plays upon low health and death, distorts/echoes all sounds. Very evident at about 20 seconds in.

Would very much like to disable this if anyone would happen to know how either via mod or console command. If memory serves me there is a similar sound in Skyrim and Fallout 4 that can be disabled.

 

Any help is greatly appreciated!

Could you try it on a planet you can breathe on? I think it might be your helmet.

Seems to happen indoors with a non-helmet outfit too unfortunately. Thank you for your suggestion however.

Ugh, this might be old tale of remnants of old code infecting new games.
