Charus Reapers are not attacking but are agressive

I encountered this when i encountered 1 placed by populated skyrim for babo dialogue. As the title said it is aggresive and runs at me, note it doesn't try to spit just runs at me. When it reaches me it just walks around a little while still being agressive. I hae estrus charus installed which maybe does something but normal charus work as intended. I also tried spawning a reaper in and it acts the same way as the babo dialogue ones

Spitting probably doesn't work because of a lack of mana. Not sure why melee wouldn't work, maybe a package issue?

 

No doubt the answer is in xEdit however: Select a broken chaurus with the in-game console. Get its base form id. You'll need More Informative Console for that. Find the relevant records in xEdit and see which mods are changing them.
