Sims not undressing bottom part when using toilet

As the title says I'm having an issue where sims are not undressing the bottom part when using the toilet, I have the Peeing Undressing Switch ticked so they should undress the bottom part but its not working.

I've tried the ww.fix command in the cheat console as recommended in an old post and reloaded after everything ran but it's still not working, I'm seeing young adults etc using toilets on community lots but not undressing their bottom parts. Even the sim I'm controlling doesn't undress his bottoms.

I've also noticed they don't flush the toilet after use, whats going on?

I'm at a loss, anyone else having this issue and know a fix?

I think i may have solved it, it seems to be the cubicles that doesn't like the undressing bottoms when using the toilet, I switched it out and used another toilet that isn't a cubicle and it now seems to be working at the moment.
