Inconsistent OCBE physics

I have had an issue getting the OCBE physics to work right since installing it a couple weeks ago. Initially I was using CBBE and the physics would only occur for a second when my character stopped moving; as though the decrease in velocity suddenly triggers the physics to occur. Otherwise no physics occurred when the character began moving or as she moved; only when I stopped did I receive any indication that the mod was at least active. This problem persisted through various outfits and while naked.

 

To try to fix it, I went through various re-installs of any body-model related mods I had and rebuilds of bodyslides with no effect. Eventually I figured the problem was just tied to CBBE and switched to fusion girl. Curiously, the problem occurs with fusion girl as well. However, I finally got some success after one more OCBE reinstall and bodyslide rebuild and now the breasts physics works as it should. but the butt and thigh physics still have the same issue, and nothing Ive tried since has fixed it. I even tried disabling as many other unrelated mods as I could just in case they were causing an issue, but eventually ran into an issue where my save would crash without certain mods. 

 

Has any encountered anything like this or have any idea what could cause it?
