Rapid moving spots when semi-transparent effects used

When using becoming ethereal or an effect that otherwise renders the character semi-transparent (such as a ghost visual) there's a ton of randomly moving spots all over the character. This is happening for player character only so far (But I have noticed it with NPCs in different circumstances).

 

But in any case, what causes this for the transparency and how do I fix or at least reduce the effect? I'm guessing that an .ini change might help, but I don't know what.

 

 

Pics below but in game they rapidly move all over the body.
