Stuck with quest NPC dialogue, cant continue vanilla quests

Hi all

 

I'm stuck trying to advance vanilla quests when talking to the NPCs. For example in "Tradecraft" I can talk to Deacon when the quest tells me to but then he only says his inital line. After that, it won't go on, he will just repeat his first line. Same with Danse after killing the ghouls at the police station. He does not go beyond "what's your business..." and no dialogue options pop up for me. 

 

I have a bunch of mods installed such as sexual harassment, hardship, etc. but switched them all off.
Any idea what could have caused this and if there's a fix or workaround?

The simple solution is ... simple.
Press the wait button (in an obviously suitable position) for any amount of time and things will move on.
Or... jump somewhere.... and later return from somewhere else to a nearby location.... and things continue.
