Edit shoes/hats to be worn permanently?

I have sims with special items like hooves and horns. Problem is they are hats and shoes. Certain situational outfits remove those items. Not even MCCC can prevent that. But WW has a body selector where we can select feet that are not affected by situational outfits.

 

We cant select hat items there. I can change their CAS category tags in sims4studio but my experiments so far were not effective. The shoes turn into a feet texture. Thats just the way the game handles shoes I guess. But I can select them from any category I wish.

 

Can shoes be easily edited so they can be selected in the WW body selector?

Would it help to reclassify them as skin details or makeup?
