No Stamina Regen

So I partially followed this guide to make an NSFW build of the Nolvus modpack. The main difference is that I didn't add devious devices and some of the statue mods. Just starting to test the game after getting it stable and I have no idea why but my stamina won't regen after I leave the Skyrim Unbound starting area.

player.getavinfo stamina shows that I have a damage value of -110 and my total stamina is 110.

Using console commands I can set my stamina regen rate but anything lower than 27 doesnt regen any stamina.

 

Is there a mod feature from Sunhelm or SLSO that's kneecapping my regen rate?
