How to NOT get multiple babys ( famely planing)

I hope some one can give me some feedback i have the setting for multiple births / pregnancys set to 0 and max birth to 1 yet i end up with the message multiple babys have been concieved and afther birth i also end up with deceased babys littering the world spaces where a baby grows to child i think as most of the NPC's are carrying2 babys in there inventory aparently one to cary and 1 u can put in a crib i think!

 

is there a way to set things so u only get the one baby per conception?
