The problem was simple: The quest aliases weren't filling. Took a bit of experimentation and googling to figure out why, but it was because for Proventus, he's a reserved Alias, you need to select "Allow Reserved" for his alias (although you need to set the quest to not be Start Game Enabled for the option to be clickable in CK because Bethesda nonsense), but for Terek it was a little more strange. To get him to work he needed to be set to have a Persistent Location (always loaded) and the persistent location needed to be WhiterunBreezehomeLocation. I also set his reference to Allow Disabled and Allow Reserved just in case as well as switching him to Specific Reference instead of Unique Actor. 

After those changes the mod worked as intended with the references filling appropriately! As for the FormIDs outside the valid range for ESLs this can be fixed in xEdit/SSEdit by unticking the ESL flag under Header, saving, right clicking the mod, hitting "Compact FormIDs for ESL", then ticking the ESL flag again and saving the plugin. As long as this is done before the mod is baked into a save it's safe.

Anyway, hope this helps, might see if Terek REALLY needs to be persistent or not later since it may mess with him moving out and have other potential downsides, but for now it works and I speedran the quest without issue.

Neat little idea for a mod! I hope you expand on it more!

Complete his quest (persuade) but no sex dialogue. I can see the "follow me" dialogue tho. I'm on version 1.5.97. even tried console command. Pls help.
