I have now modded some new characters in my sims, how do i find them ingame or get them in my neighborhood?

Use "manage worlds" to add them into your neighborhood!

After doing the above, if they're not home, the game tells you where the Sim is if you just hover over them on the map view. 

 

Not trying to offend here, but putting a Sim into a neighborhood is a process the game itself teaches you how to do. Recommend enabling tutorials and such so that you don't have to create topics for easy questions.
