Need help fixing the problem of not being able to communicate with this SIM when I use the tray file (all other SIMs are normally only encountered in this Sim)

I just downloaded this sim in a tray file, everything is normal until I cannot open a chat conversation with this sim, when I select it, this sim still cannot communicate with other sims, So I suspect a mod file might conflict but when I try to go to the mod folder it's still the same so I suspect it's locked by some EA game command or it's a saved NPC sim but it's still not a normal sim, this sim doesn't increase relationships. I think I can fix this error from there, but I still don't know how. Even though I used MCCC to increase relationships, it still doesn't work. currently or when i add family members it still looks like this,
