NPC questions

I'm new to WW and have been trying to find answers through google and localized searching and have come up empty handed.  So if these have been answered already please know I've tried to find them and failed.

The undressable clothing, like from BlueCraving and Beto.  I finally figured out how to make it work on my sims.  But if I use the CAS and add them to an NPC sim I can't find an option to "undressable" them.  Is there something I'm missing or can NPCs just not use the undressable items?

Also when creating a Protocol if I use the restriction "on home lot" does that mean my selected character's home lot or the NPC's lot?  I want NPC to act different when in my home then they would at their own homes or in public.

And lastly, this covers PCs and NPCs: The underwear feature.  Why are their 3 options?  I've noticed everyone only uses the most recently edited slot every time.
