basemental drugs with basemental gangs is what I think your looking for. you can sell drugs and send your gang members on mission and get a cut of the profits

This is absolutely possible. Besides the above recommendation (which is a great one), said Sim can also own a strip club. Using Nisa's Wicked Perversions, your Sim can take other Sims, turn them into brainwashed sex slaves, and sell them for profit. There's also a burglary mod listed here. (Requires For Rent)

 

Add in Extreme Violence and if you like, an occult or two (use this Occult Hybrid Unlocker mod to make a hybrid) and/or Fairies vs Witches (Do not attempt to make a hybrid out of either modded occult and this requires Realm of Magic) and you could be, as an example, a drug-dealing, serial killing Vampire Spellcaster who pimps out any Sims he or she comes across that they find attractive, converts others into sex slaves, and sell them whenever you want. All without having your Sim to open the phone and join the Criminal career. And when they're bored/thirsty, they can break into other households, feed/kill/turn/whatever everybody inside, and steal all of their stuff. 

 

Do this over and over, recruit/enslave/whatever Sims to your side, and you could have your Sim build their own personal empire. I plan to try a save of this myself, actually. 

 

However, depending on what you're looking for, your Sim will need plenty of Sims to actually be a criminal or even straight up evil. For a save that'll help with this, I recommend Mrrakkon's World Redux. There's criminal Sims there you can play as or just make your own and start from scratch. The description of this save also lists plenty of other mods as well to help your experience, if you like.
