SEU Hotkey Does Nothing

I hold down the key for masturbation, click yes for masturbate, my weapon is unequipped, then nothing happens. I can't talk to NPCs or hit the SEU buttons anymore after. Any idea how to fix? I tried stripping back my modlist to just what SEU said was required, but it still didn't work. My modlist is in the images, any idea how to fix?
