Request: Nude Dragon Aspect mod?

Anyone willing to make this mod? It should be relatively simple:

Modified Dragon Aspect shout that automatically unequips all armor ( and removes the effect if you try to equip any), but gives you a large boost to your armor rating, weapon and spell damage, health/stamina/magicka and works for a long period of time ( something like an hour). After the cooldown, you can still use your normal shouts.

( I'd do this myself but I don't know anything about scripting and can't get Creation Kit to work).
