High Level Minutemen Spawning

I'm playing  Commonwealth Slavers which has a quest  that spawns 5 minutemen.   For some reason, they are spawning at a high level (58) with 600 to 700 health. and they cannot be killed (other than me using the console).  I had a mod called Liberty Reborn A Minutemen Overhaul Mod but I've deleted it and I still have the same problem.  Attached is my load order, if anyone has any suggestions, please let me know.  I'm scratching my head on this one.  Thanks
