Armor is overly bright from far away

Screenshot attached. Came back to play after 2 years. I've updated some things, and started playing. Having this issue where as I approach, the armor or at least the enemy has this really shiny bright light coming off them. When I get closer it goes away. I thought maybe it was an ENB conflict with an armor texture/meshes issue, but I've messed with it quite a bit and can't get it to go away.

 

Does anyone know where I might start off looking? Screenshots attached one from afar and one as I get up close with the effect gone.

 

For the record, I do have a mod called "Glow be Gone SKSE Updated"

The frost effect kinda makes it difficult to see what you mean but the enemies look like they have character lighting enabled. A feature I assume was transfered over from Fallout 4 (where I first saw it). So:

 

"cl off" in the console, or install ENB and tick the box to "disable fake lights".

 

Edit: oh and cl off probably doesn't stick so consider finding the autorun ini key to have it always execute on launch. I'd personally go the ENB route, ENBoost should be enough for those that do not want the visual effects and/or performance hit.

Tried this, and it doesn't seem to be the issue.

 

Kept Googling and it seems it might be an issue using NAT, and needing to "disable Extra Skylight"... however the posts mentioning this say to activate the NAT menu via a power, and my NAT, NAT.ENB III - Natural and Atmospheric Tamriel ENB 3.1.1C at Skyrim Special Edition Nexus - Mods and Community (nexusmods.com) , does not have any such power or menu (or at least am aware of). I posted on the posts asking about disabling this, suppose I'll keep digging into the files of NAT and look for an ini file or something.
